It's a real problem for me, and forces me to constantly close and reopen my softs. What this boils down to is that I can't benefit of the W7 sample rate conversion if I want to use ASIO along with the W7 Sound Mappers. But if I try using the MS Sound Mapper or Direct Surround Mapper with one software along with ASIO on the other, it doesn't work because the channels cannot be assigned. I've found that when I use my RME Multiface PCI card as the system card set to 5.1 Surround in Windows 7 64, I can assign different channels to different softwares as long as the sample rate is the same (I assign Analog 1-6 as System surround outputs and use ADAT 1-6 as ASIO outs to an ADI-8). The playback sample rate is set by the software in XP and by the hardware in 7, for WDM. I would also doubt that you will find software that is able to play 44 on one card and 48 on another, that needs another instance of that software. You will not find multichannel hardware that can play different sample rates without conversion at some place. W7's sample rate conversion is quite good. In WDM (DirectSound) mode the operating system will do that. With ASIO the software would have to resample all the different formats.
